This visa is granted under specific circumstances that improve Australia’s international relations.

The Temporary Work (International Relations) Visa is granted under circumstances that improve Australia’s international relations. There are many different streams for eligibility.

Government Agreement stream

This visa stream allows a person to work in Australia under the terms and conditions of a bilateral agreement between the Australian Government and the government of another country.

This visa includes the following criteria:

  1. You must provide a letter of support stating that you are engaged under a bilateral agreement between Australia, or an Australian state or territory government, and another country.
  2. Your stay must have the support of both signatories of the bilateral agreement you are in Australia to work under. You don't need a sponsor.
  3. You must intend to meet the terms and conditions of the agreement. This includes following any licensing or registration requirements as part of your employment.
  4. While you are in Australia, you must have the financial capacity to support yourself and any dependent family members who come with you.
  5. If applying in Australia, you need to either hold, or have held in the last 28 days, a temporary substantive visa, excluding:
    1. Temporary Work (International Relations) subclass 403 visa in the Domestic Worker (Diplomatic or Consular) stream
    2. Transit visa subclass 771
    3. Special Purpose visa
  6. You and your family members applying with you must meet the health requirement.
  7. You and any members of your family aged 16 years and over who apply for the visa with you must meet certain character requirements.
  8. You must have adequate health insurance for the whole of your stay to be granted this visa. Your health insurance should cover you for medically necessary treatment, including transport.
  9. You should have a genuine intention to stay temporarily in Australia and engage in the specified work or activity mentioned in your visa application.
  10. You and your family must have paid back any money owed to the Australian Government or have a formal arrangement in place to repay it.
  11. Your immigration history is considered, and you may be ineligible if you had a visa cancelled or a previous application refused.

Foreign Government Agency stream

This visa stream lets you come to Australia for specific activities. You could work in Australia employed by a foreign government as a foreign language teacher or as a representative of a foreign government agency.

This visa includes the following criteria:

  1. You must have a letter of support from a foreign government agency, ministry, mission or international organisation. If you applied as a foreign language teacher, you must also provide a letter of support from an Australian school or relevant state or territory education authority.
  2. While you are in Australia, you must be able to support yourself and any dependent family members who come with you.
  3. You must work as either a foreign government agency representative without official status in Australia by DFAT or a foreign language teacher employed by a foreign government in an Australian school.
  4. While you are in Australia, you must have the financial capacity to support yourself and any dependent family members who come with you.
  5. If applying in Australia, you need to either hold, or have held in the last 12 months, a temporary substantive visa, excluding:
    1. Temporary Work (International Relations) subclass 403 visa in the Domestic Worker (Diplomatic or Consular) stream
    2. Transit visa subclass 771
    3. Special Purpose visa
  6. You and your family members applying with you must meet the health requirement.
  7. You and any members of your family aged 16 years and over who apply for the visa with you must meet certain character requirements.
  8. You must have adequate health insurance for the whole of your stay to be granted this visa. Your health insurance should cover you for medically necessary treatment, including transport.

Domestic Worker (Diplomatic or Consular) stream

This visa stream lets a person aged 18 years or older do temporary full-time domestic work in Australia in the household of someone who holds a Diplomatic (Temporary) visa (subclass 995).

This visa includes the following criteria:

  1. You must be aged 18 years or older.
  2. You must have a letter of support from the Australian Government Department of Foreign Affairs and Trade (DFAT).
  3. You must have pay and working conditions that meet relevant Australian legislation and awards.
  4. While you are in Australia, you must have the financial capacity to support yourself.
  5. You must intend to work as a full-time domestic worker in the Australian household as a person who holds a Diplomatic visa (subclass 995).
  6. If you apply from Australia, you must already hold a Temporary Work (International Relations) visa (subclass 403) in the Domestic Worker (Diplomatic or Consular Stream).
  7. You and your family members applying with you must meet the health requirement. Other non-migrating family members may also need to meet this requirement.
  8. You must meet certain character requirements. Other non-migrating family members may also need to meet this requirement.
  9. You must have adequate health insurance for the whole of your stay to be granted this visa. Your health insurance should cover you for medically necessary treatment, including transport.
  10. You should have a genuine intention to stay temporarily in Australia and engage in the specified work or activity mentioned in your visa application.
  11. You and your family must have paid back any money owed to the Australian Government or have a formal arrangement in place to repay it.
  12. Your immigration history is considered, and you may be ineligible if you have had a visa cancelled or a previous application refused.

Privileges and Immunities stream

This visa stream lets you come to Australia if you have, or expect to have, privileges and immunities under relevant legislation. You can stay in Australia on this visa while you are working as an international representative.

This visa includes the following criteria:

  1. You must possess or anticipate privileges and immunities listed under the International Organisations (Privileges and Immunities) Act 1963 or the Overseas Missions (Privileges and Immunities) Act 1995.
  2. You must have a letter of support from the Department of Foreign Affairs and Trade (DFAT) recommending that you should be granted the visa.
  3. While you are in Australia, you must have the financial capacity to support yourself and any dependent family members who come with you.
  4. You must maintain employment with the sponsoring employer and perform the specified work outlined in your visa application, holding a position with the listed privileges and immunities as per relevant legislation.
  5. If applying in Australia, you need to either hold, or have held in the last 12 months, a temporary substantive visa, excluding:
    1. Temporary Work (International Relations) subclass 403 visa in the Domestic Worker (Diplomatic or Consular) stream
    2. Transit visa subclass 771
    3. Special Purpose visa.
  6. You and any members of your family aged 16 years and over who apply for the visa with you must meet certain character requirements.

Pacific Australia Labour Mobility stream

This visa stream lets you come to Australia to participate in the Pacific Australia Labour Mobility (PALM) scheme.

This visa includes the following criteria:

  1. You must be aged at least 21 years old when you apply.
  2. You must be a citizen and resident of a specified Pacific Island country.
  3. You must be supported by DFAT to participate in the Pacific Australia Labour Mobility (PALM) scheme.
  4. You need an approved sponsor for the PALM scheme, which must be both approved by DFAT for PALM and recognized as a Temporary Activities sponsor (TAS). Your sponsor will supply you with their TAS application ID for your online application.
  5. You must meet the health and character requirements.
  6. You must have adequate health insurance for the whole of your stay to be granted this visa. Your health insurance should cover you for medically necessary treatment, including transport.
  7. You should have a genuine intention to stay temporarily in Australia and engage in the specified work or activity mentioned in your visa application.
  8. You and your family must have paid back any money owed to the Australian Government or have a formal arrangement in place to repay it.
  9. Your immigration history is considered, and you may be ineligible if you have had a visa cancelled or a previous application refused.
